LMD Reform Implementation in Senegal

Higher Education reforms patterned after the European Bologna Process have been implemented in Senegal through the 2011 legislation (loi n° 2011- 05 du 30 mars 2011). The Law No. 2011-05 sets the parameters for the three levels of higher national qualifications:

1. Diplôme de licence

  • first university level qualification
  • represents three years of full-time study (Licence 1, Licence 2, and Licence 3) divided into six semesters
  • requires accumulation of a minimum of 180 credits of academic work
  • examinations conducted at the end of each semester
  • conditional promotion to the second year of study requires satisfactory completion of a minimum of 70% of coursework in the first year of the program; conditional promotion to the third year of study requires satisfactory completion of 100% of coursework in the first year and a minimum of 70% of coursework in the second year

2. Diplôme de master

  • second university level qualification
  • represents two year of full-time study beyond the licence (Master 1 and Master 2) divided into four semesters
  • requires accumulation of a minimum of 120 credits of academic work
  • examinations conducted at the end of each semester
  • conditional promotion to the second year of study requires satisfactory completion of a minimum of 70% of coursework in the first year of the program
  • final year includes a written thesis or an internship report
  • diploma accompanied by a descriptive supplément au diplôme (diploma supplement)

3. Diplôme de doctorat

  • replaces all types of previously awarded doctorates, ie. doctorat d'Etat, doctorat de 3ème Cycle, diplôme de docteur ingénieur, and diplôme de docteur d'université
  • represents 180 credits of academic work
  • represents three years of academic research with a possibility of extension
  • research work is concluded with a written thesis and its defense

The authorization to award the national diplomas is to be granted based on formal evaluation of the programs by the Autorité nationale d'Assurance Qualité de l'Enseignement supérieur (National Authority for Quality Assurance in Higher Education), an autonomous quality assurance body, established in August 2012, to accredit higher education programs at public and private institutions.
